Ending of Training Course on State-building for Guinean Diplomats

The GCSP organised a three-week long course for diplomats from the Republic of Guinea from 24 October to 13 November. The course was attended by ten Guinean diplomats, nine of which came from the Ministry of Foreign Affairs in Conakry and one from the Guinean Permanent Mission in Geneva.

The course covered a wide spectrum of issues and themes under the general heading of Democratisation and Good Governance. It included sessions on state institutions and separation of powers, decentralisation and federalism, human security challenges such as migration, transitional justice and reconciliation, and security sector reform. Specific attention was paid to managing transitions.

The course provided current international thinking complemented by case studies from various parts of the world. Operable skills such as intercultural awareness, communication and the role of the media complemented the course content.

Various visits and meetings with practitioners at the International Organisation for Migration (IOM), the International Committee of the Red Cross (ICRC), the UN and the Hospice General allowed for first-hand exchange with practitioners. A study trip to Bern included a visit to the Swiss Parliament, and in-depth sessions with representatives of the Swiss Ministry of Foreign Affairs and representatives of the Federal Office for Migration.

The course was conducted on behalf of the Federal Office for Migration of the Federal Department of Justice and Police, in collaboration with the Federal Department of Foreign Affairs (FDFA).
