Building Confidence and Experience

Defence Attachés operate at the intersection of diplomacy, strategy, economics and public relations. As their roles and missions are complex and evolving, it is important for new Defence Attachés to be properly prepared to take on new functions.

Now in its 11th year, GCSP’s orientation course in Amman for Defence Attachés and civil servants involved in international relations has become an internationally recognised complement to national training. All aspects of the course meet the requirement of the Geneva Standard for Defence Attaché training.

INCREASED KNOWLEDGE AND SKILLS

The course analyses major international security issues, especially with regard to the ‘new threats’. It covers practical issues of protocol and the application of international conventions. Participants gain confidence and experience through exercises such as a simulation of a Defence Attaché tour.

The course has four principal aims:

  • Improve the understanding of the global and regional security environment
  • Provide a strong basis for their future professional challenges as Defence Attachés; and
  • Introduce participants to the multilateral approach
  • Build familiarity with how to work in a multicultural environment

A UNIQUELY PRACTICAL LEARNING EXPERIENCE

The course uses an interactive learning approach based on expert panels, debates, case studies, presentations and exercises. Participants also receive reference material during the course.

The course is divided into three modules covering the following topics:

  • The changing international security environment and security policy topics of regional interest
  • The Defence Attaché – tasks and training
  • The Defence Attaché – an influential diplomat in the embassy
  • The Defence Attaché and intel work
  • The Defence Attaché community
  • The Defence Attaché – ‘a temporary diplomat’
  • How to prepare and carry out a Defence Attaché tour
  • Challenges for a Defence Attaché today

WHO SHOULD ATTEND?

Participants will be selected by their Ministry of Defence or Ministry of Foreign Affairs based on the following criteria:

  • Potential, newly appointed or recently accredited Defence Attachés
  • Diplomats working in the context of defence and diplomacy
  • Senior officials from ministries working directly or indirectly with a Defence Attaché
  • Good command of English (no translation is provided)
  • Availability for the entire duration of the four-day course.

EXPERT EDUCATORS

The course leaders includes GCSP’s international team of experienced Defence Attachés, academics and practitioners. Experts bring with them broad experience in international affairs, security policy, diplomacy and military affairs. They are joined by high level guest speakers from civil society, government, academia and international organisations.
