How to coordinate humanitarian efforts with foreign military assets: The new UN-CMCoord Field Handbook

Launch event for the UN-CMCoord Field Handbook

The United Nations Humanitarian Civil-Military Coordination (UN-CMCoord) function is multi-faceted and evolving. It ranges from on-site coordination of foreign military assets in disaster relief to access negotiation in conflict. Humanitarian-military dialogue at all levels is essential – and the basis for effective humanitarian action.

Governments increasingly deploy military forces as part of their international assistance to natural disaster response. Domestic armed forces are often relied upon as first responders. With multidimensional and integrated peace operations, UN-CMCoord is also an important interface between the humanitarian community and military components of UN and regional peacekeeping operations.

The UN-CMCoord Field Handbook is designed as a guide for UN-CMCoord Officers and focal points in natural disasters and complex emergencies. It promotes common understanding and a coherent approach in a changing institutional framework and operational environment.

The book launch will be hosted by Mr. Rudolf Müller, Deputy Director and Chief, Emergency Services Branch of OCHA Geneva and Dr Carl Ungerer, Head of Leadership, Crisis & Conflict Management Programme, Geneva Centre for Security Policy.
