As in previous years, the GCSP hosted on 8 November 2017 a full-day workshop to prepare for the Meeting of States Parties (MSP) of the Biological Weapons Convention (BWC) due to be held in Geneva from 4 to 8 December 2017.
This event was organized jointly with the Implementation Support Unit (ISU) of the BWC. Some 50 participants heard briefings from ISU staff (Daniel Feakes, Alex Lampalzer, and Ngoc Phuong van der Blij) about the procedural and substantive aspects of the MSP as well as from the representative of the European Union Council Decision support project for the BWC, Ana Izar. In addition, experts delivered presentations on national implementation measures (Scott Spence), assistance in case of use of biological weapons (Jean Pascal Zanders), and the biosecurity governance paradigm (Marc Finaud). Finally, Ambassador Amandeep Singh Gill of India, chair designate of the MSP presented his views on possible expectations from the meeting. He underlined the common will to make progress on substance, the readiness for pragmatic and cross-regional cooperation, the shared concern about the dual-use potential of biology and the non-state actor terrorist risk.
