The ETC curriculum is designed to train professionals who serve in the broad area of security policy and who interact with international agencies involved in security-related political and military decision-making. The curriculum includes several sessions specifically designed for participants who are earmarked as future Defence Attachés.
The course provides:
- an in-depth overview of European security issues in a global context, its transatlantic links and its prospects for the 21st century;
- the background to develop a deeper understanding of factors influencing Euro-Atlantic security;
- hands-on training in security policy decision-making; and
- an international atmosphere for a positive culture of discussion.
Participants should be mid-career military officers and civilian officials, or diplomats with a security policy related background. They should have a university degree or be serving officers (military staff course completed). Military officers should ideally hold the rank of Lieutenant-Colonel or Colonel; diplomats and civil servants should have an equivalent rank. They must have a good command of English.
Invitations to the course are issued by the Swiss Government. The ETC is offered free of charge as part of the contribution of Switzerland to Partnership for Peace. Scholarships to help cover living expenses are made available to a number of countries.
