New e-learning course for PAP-DIB education and training
"Building Defence Institutions"
The GCSP, together with its partners DCAF and ISN has launched a new e-learning course entitled "Building Defence Institutions" at the Oberammergau NATO Partnership Symposium on 23 January 2008. The Swiss lead effort, funded by the Directorate for Security Policy of the Swiss Federal Department of Defence, Civil Protection and Sport, is a contribution to the further implementation of the Defence Institution Building programme and support to the Partnership for Peace (PfP) PAP-DIP. |

The course
contains factual, conceptual and procedural information on how democratically responsible defence institutions are set up and run;
targets early/mid-career officers and civil servants from defence institutions and courses at EAPC/PfP defence academies and educational institutions;
offers effective learning for all 10 objectives of PAP-DIB. The learning path comprises self-contained modules, which can be taken individually or as a whole;
is free of charge and can be easily used by anyone and adapted by any nation.
The simple-to-use course can be run in a Learning Management System, from a CD-ROM, in an internet browser or be offered in print format. Any institution is invited to request its own free copy and use the course for its own educational needs.
The e-learning module "Building Defence Institutions" integrates into the GCSP's approach of "blended learning" which combines the virtual classroom with the real classroom at different levels. The main objective is to offer training and educational opportunities which combine traditional resident teaching with distant learning which allows for more individualised learning. "Building Defence Institutions" therefore can be adapted to students' personal needs and includes audio and visual elements to enhance the impact of the course.
The "Building Defence Institutions" course expands and integrates into the educational strategy of GCSP and contributes to its e-learning capabilities. Together with the recently launched module on "Globalisation and International Security", two other courses (on the "European Security and Defence Policy (ESDP)", as well as on "Combating Trafficking in Human Beings") have been developed by GCSP and its partners and are available online.
