Delivering Effective and Accountable Security in Transition

5th Edition of Training Course for Afghan Diplomats

From 19 to 29 October 2014, jointly with ADA University in Baku, GCSP organised a training course for twenty junior Afghan diplomats on the topic: “Delivering Effective and Accountable Security in Transition”.

Thanks to fundings from Azerbaijan, Latvia and Switzerland, this course allowed the participants to compare the situation of their country with the experiences of other countries in carrying out their security policy. It included lectures and exercises on: National Ownership; International Instruments; Defence Sector Reform and Integrity; Risk and Threat Assessment; Peacebuilding Priorities; Border Security and Counter-Narcotics; Human Rights, Gender and Civil Society; Coordination among Security Institutions; and Cyber-Crisis Response.

The course, led by Marc Finaud and coordinated by Alexandra Tokareva, heard contributions by experts from Afghanistan, Azerbaijan (including three Alumni from GCSP), Bosnia and Herzegovina, India, Switzerland, the UK and the US.
