Strategic Advisor and Consultant
Cynthia J. Ray, an International Security and Affairs professional, has twenty years of professional experience—including over 10 years working with the United States government on national security reform after the September 11, 2001 attacks. Ms Ray has worked primarily at large and medium-sized consulting firms in the non-profit and private sectors. As a Senior Consultant and Policy Advisor with the Logistics Management Institute, she assisted the Office of Director of National Intelligence headquarters organization with many aspects of organization change and integration through strategy, policy, and processes. Prior to that, she worked as an Associate for Booz Allen Hamilton, where she supported a range of U.S. national and homeland security clients on establishing new capabilities and programs to advance information sharing and safeguarding. Early in her career, Ms Ray worked as a business systems consultant at Andersen Consulting (now Accenture) analyzing, designing, coding, and testing computer systems to achieve business process efficiencies. Ms Ray holds a Master of Arts in Law and Diplomacy from The Fletcher School of Law and Diplomacy at Tufts University, and a Bachelor of Arts in Political Science from Vanderbilt University. Prior to obtaining her graduate degree, Ms Ray was a business systems consultant analyzing, designing, coding, and testing computer systems to achieve business process efficiencies. A U.S. citizen and resident, she has lived in France and Singapore as well as traveled to parts of Europe, the Middle East, Asia, and Australia.
