Ms Harisa Véronique Totozafy


Head of Division, Service de la Francophonie, Department of Multilateral Relations, Ministry of Foreign Affairs, Republic of Madagascar


Ms Totozafy is a career Diplomat from Madagascar. Previously, she worked as a Midwife under the Ministry of Public Health of the Republic of Madagascar (2004-2011). After two years of studies at the Ecole Nationale d’Administration de Madagascar (ENAM), she was appointed at the Ministry of Foreign Affairs in 2013 as a Head of Division at the Department of North America. She has worked closely with other Departments and the private sector to reintegrate Madagascar into the African Growth and Opportunity Act (AGOA), after five years of political crisis. Currently, she is the Head of Division of the Service of Francophonie at the Department of Multilateral Relations. In that role, she actively participates in the preparations of the sixteenth Summit of the Francophonie which will be held in Madagascar this year. Ms Totozafy holds a Master’s degree in Law and a Diploma from the Ecole Nationale d’Administration de Madagascar, as Diplomatic and Consular officer.
