GCSP Expert Marc Finaud took part in a panel discussion at the UN in the margins of the Meeting of Experts on the Biological and Toxin Weapons Convention (BTWC) on 14 August 2018. The event was initiated by the French Permanent Representation to the Conference on Disarmament and the Fondation pour la Recherche Stratégique (FRS) and chaired (in absentia) by the French Permanent Representative, Ms Alice Guitton.
The topic of the meeting was assistance to a State Party in case of violation of the BTWC under its Article VII, mainly in case of deliberate use of biological weapons. Dr Jean Pascal Zanders (FRS, The Trench) and Dr John Walker (UK Delegation) discussed the history of this article and the potential conditions for triggering this mechanism (see the relevant study by The Trench and FRS). Marc Finaud mentioned the lessons learnt from the Table-Top Exercise held in 2016 to simulate a case of request for assistance (see related report).
