Dr Beat Habegger
Position(s) Independent Advisor, Former Head Political Risk Management and Deputy Head Sustainability Risk Management of Swiss Re Ltd.

Dr. Beat Habegger is an independent advisor on risk & resilience, sustainability & corporate responsibility, political & public affairs, and strategic foresight. He supports private and public sector institutions as well as individuals with topical, analytical, strategic, and communicative expertise to help them navigate uncertain and complex situations and environments.


From 2011 to 2021 he was with Swiss Re, a world leading provider of reinsurance, insurance and other forms of insurance-based risk transfer solutions. His roles included Head of Political Risk Management, Deputy Head of Sustainability Risk Management, and Senior Emerging Risk Manager; he was also a member of the Qualitative Risk Management Leadership Team.


Earlier in his career, Beat worked as a risk and security consultant in a private consultancy, as project director at the Center for  Security Studies of ETH Zurich, and as visiting research associate at international organizations, including the UN, the OSCE, and the Council of Europe.


Since 2005, Beat has been a lecturer at the University of St Gallen, teaching various courses in the University’s BA and MA  programs. He is also a member of the International Advisory Board of the ZHAW School of Management and Law. In 2009, he was a visiting fellow at the Lee Kuan Yew School of Public Policy of the National University of Singapore.


In 2015, Beat was elected as member of parliament of the Canton of Zurich. After his reelection in 2019, he is currently chairing the committee that exercises oversight over the government and public administration of the Canton of Zurich.


Beat Habegger holds a PhD and an MA of the University of St Gallen and a ‘Certificat du programme international’ of Sciences Po Paris. He has completed a CAS in Learning and Teaching in Higher Education and an executive program in Leadership for Global Business and Politics at Yale School of Management.
