Michelle Fiol is a specialist in Defense and Security Sectors Reform, International Relations and Cooperation - mainly focusing on Latin America and the Caribbean. She holds a Master’s Degree in Military History, Defense and Security Policies obtained in France and has served the Ecuadorian Government during the last 9 years as Advisor and as Director of International Relations in the Ministries of Security, Defense, Foreign Affairs and Agriculture. Over the course of her career, Michelle contributed with her expertise to the planning, implementing and monitoring of programs and projects, drafting strategies, public policies and operational tools for their application. Her main achievements during this period was the regulation of small arms and light weapons in order to fight against violence and illicit trafficking in the region. Michelle promoted the reactivation of the National Commission for arms control in Ecuador. In 2012, she was chosen by UNLIREC as part of "Forces of Change: 58 Profiles of Women from Latin America and the Caribbean Fighting Illicit Traffic in Small Arms". Moreover, Michelle designed and drafted the Agenda of Defense Policies, the Ecuadorian “White Book” 2011-2017, enforcing gender equality and human rights. She was also the main negotiator for the project to establish the South American School of Defense, as a permanent instance of the South American Defense Council of the Union of South American Nations (USAN), approved and created by member countries in December 2014.
