Ms Maricela Muñoz is a Government Fellow within the Global Fellowship Initiative of the GCSP. Ms Maricela Muñoz served as minister counsellor at the Permanent Mission of Costa Rica to the United Nations in Geneva from 2016 to 2021. She has more than 20 years of experience as a multilateral practitioner, working with governments, international and civil society organizations, and businesses. Prior to her post in Geneva, she worked for the U.S. State Department as a Senior Regional Environmental Specialist, where she led initiatives to foster more inclusive, low-carbon, and peaceful societies. She was also Director of the Costa Rica and Panama Programmes for The Nature Conservancy, and held managerial positions at AVINA Stiftung. Ms. Muñoz is a seasoned diplomat, with expertise in complex negotiation processes, specifically in areas such as: disarmament, arms control, non-proliferation and international security, digital governance, and emerging technologies (AI). She has actively engaged on the environmental agenda, the promotion of nature-based solutions, blended finance and regenerative development, among others. Ms. Muñoz is a frequent panelist and moderator on matters of global peace and security, environment and digital diplomacy. She is currently a Government Fellow within the GCSP Global Fellowship Initiative.
