Profile

Clay is a management consultant, and President Emeritus of the International Public Management Network. His advisory work, research, and teaching covers political economy, regional cooperation, civil service reform, public finance, decentralization, citizen participation, capacity development and combating corruption. Prior to his current consultancies with the World Bank, Asian Development Bank, OECD and UNDP, he held senior positions with the Asian Development Bank, UNDP, Development Alternatives, Inc., Price Waterhouse and the Harvard Institute for International Development, and was a Lecturer at Princeton University. He has degrees in Government from Harvard College (A.B., 1968, Magna cum Laude), and Boston University (Ph.D., 1980). He is an Editorial Board Member of the International Public Management Network (and President Emeritus),  International Public Management Journal,  Comparative Technology Transfer and Society, and International Review of Administrative Sciences.  He is Book Review Editor, Governance and Senior Editor of International Public Management Review. A sample of his publications are listed here. He lives in Naples, Florida and Washington, D.C. When not working, he sails, plays tennis, sings and plays music, and loves his wife and family.
