Profile

Andres Kruesi has joined the GCSP as an Executive Fellow in October 2025 after twenty five years with the International Committee of the Red Cross (ICRC) and the Norwegian Red Cross. His experience is divided between managing operations and security in highly operational contexts such as Gaza, Syria, Iraq, or the Democratic Republic of Congo, and more advisory or representative functions, including as ICRC Regional Delegate to the Armed and Security Forces in Washington and then Beijing, ICRC Regional Security and Crisis Management Adviser or as Regional Director for the Americas for the Norwegian Red Cross. Apart from his broad experience in armed conflicts, he is particularly interested in the effects of organised crime and the inadequacy of government and humanitarian responses to armed violence outside of armed conflict, including notably the notion of ‘spoilers’ in peacekeeping and peacebuilding missions. Before joining ICRC, Kruesi worked in various military and civilian functions in Bosnia and Albania. He studied law and development management.
