Profile

Mr Jose Victor Angelo is an Associate Fellow within the Global Fellowship Initiative of the GCSP. He is an expert in conflict resolution, development and international governance. He is a columnist of the Portuguese daily newspaper “Diário de Notícias” and an opinion maker on TV and radio channels. He writes and comments regularly about foreign policy and geopolitics.
After a career spanning some 32 years with the United Nations, he was a member of the Reflection Group of the North-South Centre of the Council of Europe and other international organisations, with projects in various parts of the world related to peacebuilding, security, human rights and development. 
As a result of a career clearly recognised by the Security Council, Victor Ângelo served several years as Special Representative of the UN Secretary-General and Under- Secretary-General of the United Nations (Peace Operations). During his career, he was responsible for the nexus development-security- peacekeeping missions in Sierra Leone, the Central African Republic and Chad, under the direct authority of the Security Council. He also held resident representative positions for the UN in Zimbabwe, East Timor, Tanzania, Gambia, Mozambique, Angola, Equatorial Guinea and São Tomé and Príncipe, as well as at the organisation's headquarters in New York, where he was Director of Operations for Africa for the United Nations Development Programme (UNDP).
Prior to his time with the UN, Victor Ângelo had worked in Portugal as a Specialist Research Officer at the National Statistics Institute and had been a member of the first National Elections Commission in 1974-5, the commission that prepared and carried out the elections for the 1975 Constituent Assembly. He studied Sociology in Évora (ISESE), was a researcher at the Institut Solvay of the Free University of Brussels (1973-4) and taught courses related to development at ISESE (University of Évora) from 1975 to 1978.
Victor Ângelo was born in Évora, Portugal.
