Speech: China's Role in Multilateral Arms Control

During the Geneva Security Debate, titled "China's role in multilateral arms control", Ambassador Thomas Greminger stressed, "In this time of growing tensions in great-power relations, arms control agreements have become both more important but also more difficult to reach and maintain. As a matter of fact, most of the arms control architecture built in the latter stages of the Cold War and, since the end of the Cold War, has crumbled and fallen apart."

Against this backdrop, Ambassador Greminger opens the panel by introducing the four key overarching questions of this discussion: Why arms control? What forms of arms control? What role to China? How to engage with China?

Ambassador Thomas Greminger is the Executive Director of the Geneva Centre for Security Policy (GCSP) since 1 May 2021. Previously, he served as Secretary General of the Organization for Security and Co-operation in Europe (OSCE) from July 2017 until July 2020. During his diplomatic career, Ambassador Greminger served in various and numerous positions within the Federal Department of Foreign Affairs, in Bern and abroad. Ambassador Greminger holds a PhD in history from the University of Zurich and is Lieutenant Colonel GS. He has authored numerous publications on military history, conflict management, peacekeeping, development and human rights.
