Dr Alexander Thymmons is a global leader in cyber strategy, technology policy, and international security cooperation. With over two decades at the intersection of national defense, emerging technologies, and international diplomacy, he has advised NATO entities including the Cooperative Cyber Defence Centre of Excellence (CCDCOE), Allied Command Transformation, and the Science & Technology Organization. His work has shaped strategic foresight on cyber-physical resilience, technology competition, and alliance interoperability. As an Eisenhower Fellow and Visiting Scholar at the NATO Defense College, Dr. Thymmons contributed to high-level dialogues on cyber-enabled threats, delivering instruction to generals, ambassadors, and senior policymakers across NATO and partner nations. A former special operations officer and deputy chief of information operations at U.S. Cyber Command, Dr. Thymmons led classified intelligence and information operations in joint and allied environments. He has also held private-sector leadership an executive roles in enterprise risk and resilience, while founding and advising technology ventures focused on secure infrastructure. He is a graduate of the Harvard Kennedy School’s executive program in cyber strategy, and has completed advanced coursework at the NATO School, Swedish Defence University, and Marshall Center. Currently serving as a Defense, Space & Energy Policy Fellow in the U.S. Congress, Dr. Thymmons brings a cyber-energy nexus perspective to legislative strategy. He holds a Ph.D. in Transnational Energy Security, an MBA, and dual master’s degrees in international security, and is completing a JD to further his commitment to law-informed cybersecurity governance.
