Dr Joanna Kulesza
Joanna Kulesza is an Assistant Professor of International Law and Director of the Lodz Cyber Hub (LCH) Research Center at the University of Lodz Law School, where she leads research on the application of international law in cyberspace. Representing LCH, she is the Executive Director of the expert course on “Cybersecurity and International Law” for the European Security and Defence College (ESDC). She also holds a professorship at Vilnius University.
Joanna has served on the Scientific Committee of the European Union Agency for Fundamental Rights (2018–2023) and acts as a liaison to the Governmental Advisory Committee (GAC) of ICANN. She was Co-Chair of the Advisory Board of the Global Forum on Cyber Expertise (GFCE) from 2019 to 2021, one of the leading international platforms promoting cyber capacity building. Joanna also actively contributed to the influential "Oxford Process on International Law Protections in Cyberspace," co-authoring key declarations that have shaped discourse in the field. The Oxford Process is an initiative of the Oxford Institute for Ethics, Law and Armed Conflict (ELAC) at the Blavatnik School of Government, co-convened by Professors Dapo Akande and Duncan Hollis. Her scholarly contributions include International Internet Law (Routledge, 2012) and Due Diligence in International Law (Brill, 2016). She has been invited to deliver guest lectures at prestigious institutions including Stanford University, the University of Oxford, the University of Munich, and the Hebrew University of Jerusalem.
Joanna has been working with the Geneva Centre for Security Policy (GCSP) since 2010, among others as part of the Sino-European Dialogue on Cybersecurity. She was a founding member of the Sino-European Working Group on the Application of International Law in Cyberspace, co-authoring its papers and reports. Additionally, she serves as a juror and speaker for the GCSP’s 9/12 Cyber Security Challenge, a program focused on developing international cybersecurity cooperation and talent.
